Hello,
 
You can't. Unless you wish to learn all the internals of MAPI and write
a program yourself. Unfortunately this particular information is not
available from Microsoft.  You can just connect using outlook to the
appropriate user and change the rules that need to be changed.

        Hi every one,

        How can the administrator delete or modify users rules that been
created by users on there mailboxes from the server not from (outlook
client).
