Restrict send and receive email outside

Dear All,
Please help me, I have a problem to restrict some of user to send and received
email from outside.
I already try to remove the SMTP address from recepient properties, but the
SMTP can not be removed.
The message is " This is the Primary SMTP email address of recepient, it can
not be removed "
I have E2K server and Windows 2K Server.
