That's the step in between Outlook 2000 just dying when it loses the
Exchange server and Outlook 2003 which just pops a little tiny not in
the corner to tell you Exchange has gone and carrying on. If you get a
busy network then you may get this message and this will happen if you
have a big message coming down.

There are a few other causes but they're rarely vital.
