Queue Exceeds 4000 items in IMC

We have exchange 5.5 and the IMC tends to be slow in delivering messages.
I noticed that the eventvwr has a strange error:
Eventid 3027
The inbound SMTP queue currently exceeds 4000 items. The Internet Mail
Service will not accept inbound connections until the inbound content
conversion queue has dropped below 3000 items.
Has anyone seen this before and how to resolve it, and why this occurs.
Its the 1st time I have seen this
