Based on how often and when your OAB is generated usually once a
day. Then your Outlook client downloads address book once every 24 hrs
depending on when it did it last. Every client may be different. Because it
depends on these two factors; it can take up to 24hrs.

This setting can be changed as
- In the Exchange
Management Console, go to Organizational Configuration.
- Click on Mailbox.
- On the Offline
Address Book tab, click the Default Address Book.
- In the
actions pane, click properties.
- On General
tab, click Customize and select the timings as you need.
- Click Ok.
Right now when I create a new user or Distribution group in exnage, it will
not show up in the GAL till the next day. How can I change this to be
