In AD user properties, Go to Exchange General tab and Delivery options
and enter the forwarding address, put id use the public folder scenario
if it was me though.

I don't see a forward option for a contact? I only see a forward option
for the users.
The 'make another user' doesn't really work for me, not because of
licensing, but because of overhead. We actually allow all our students
and faculty to have aliases if they want, so it's not just a singular
incident.
The scenario I laid out was just to get my point across.
