[ExchangeList] Public folder db mount

-------------------------------------------------------I seem to be having all
sorts of exchange 2k7 cluster issues today
I have an exchange 2k7 sp1 SCC cluster.
Everytime I fail over resources it takes about 20mins at least for the
PF store to start.
Same thing when I try to mount it through EMC.
I know about the issues with a pf store in an CCR situation but this is SCC.
The pf store hosts no replica outside the system folders and is about
4mb in size.
All other stores mount/failover quickly.
I'm in a mixed ex2k3/2k7.
