Create a blank calendar in outlook and then right click and select copy, then 
select the All Public Folders to copy to. You can then right click on the 
calendar select properties and give permissions.

We have 5 conference rooms - is there an easy way to have these conference 
rooms have calendars that can be maintained through Outlook by a few 
administrative assistants?

We currently have Exchange 2003 on Windows 2003 server and the clients are 
running Outlook 2003.
