You have to be an owner of the folder to add permissions and only the owner
can add / change permissions.

Subject: [exchangelist] Public Folder Permissions

I am trying to add permissions to a public folder using a group. It gives
me an error when I try to do this. Is this not allowed or is it an issue
with the server?
