There is no PST on the Exchange server. If you are storing mailbox on
an Exchange server, it is limited only by the size of the hard drive
space and the version of Exchange you are running. Exchange Standard
maxes out at 16GB, to go higher, you must be running Exchange Enterprise
edition. This can also be controlled by mailbox limits set by the
Exchange admin.
Outlook 97-2002 there is a 2GB limit on the PST. Outlook 2003 does not
have this limit. (The theoretical limit is 33 Terabytes.)

Are we saying here that the limit for all PSTs are 2GB, whether there
are on the Exchange server or locally? I use Outlook 2002.

PSTs have a limit of 2GB. U can refer the following KB articles also for
reference. 245025 and 252336. There is a tool called PST Truncation
Utility which can be used to repair the damaged PST and also reduce the
size. Search google(or any other search engine) for the same
