You may want to look into the possibility of configuring the group policy TS 
settings as there is some support in aiding against this sort of thing with 
both stale session reset time as well as settings for multiple logins per 
username...

Yes, of course a restart would fix that error. In doing a restart, it ended
all sessions, including the 2 existing terminal server sessions.

An easier fix as some one else posted would be to log onto another server
and use Terminal Server Manager to connect to the problem one and reset one
or more of the connections.
