This is a function of the Recipient Update Service (RUS). According to
Microsoft, only 1 RUS is required in a Domain.
If you have more than 1 server in a Domain (particularly where WANs and
Site subnets exist) you should create another instance of RUS on other
servers.
There are some advanced tools such as DUMPRUS to determine what is going
on.
