You asked a question with few details that encouraged responders to make
certain assumptions.
 
Better questions = better answers.
 
The assumptions made were that you have Exchange clients in your domain
using Outlook to send E-mail and you want to force them, as much as
possible, to originate messages in plain text format for recipients both
internal and external to your organization.
 
If you have some other requirement, state it in as much detail as my
preceding sentence.

Maybe I'm not up to speed on group policies etc. but how will office GPO's
help me set up a user to use plain text only when they are not using office
or should I say outlook...

Scott,
You can use the Group Policy for applying the default mail format to Plain
Text to all users.

user basis on 
exchange 2003..
