This is likely what they did.  Just reverse it.

Hi

One of our admins changed permissions in AD/ESM and now all domain
admins
are able to access everyones mailboxes, when they were explicitly
denied.
Do you know where and what these permissions should be.
Using Exchange 2003 server on Windows 2003 server.

Any help would be appreciated.
