POP3 User and Exchange Users

I hope someone could help with the below
Situation
1 exchange 2003 server
email collected via pop3 send to users mailboxes
exchange organization abc.com
there is one user who is not on the network but has an email address which
matches the organizations email.
eg. craig@xxxxxxx
craig@xxxxxxx downloads his email via pop3
other users on the SBS2003 network cannot send email to craig@xxxxxxx as he
doesn’t exist as a user on the server.
how can I get exchange to forward email to that user ?
