Have them use a category. They put their own name in the category field when
they move the message.

Yes, but I guess my question is this.  If a message is sent to 5 people
and one of them puts it in the Public Folder, how can I tell who put it in
there.  The To line shows all recipients.  On permissions you can specify
permissions for items you own.  How can I determine who "owns" a message?
