Andy,

My Outlook is able to bring up rules and alerts when running with
HTTPS over RPC.  I did notice a warning telling me Outlook was waiting
for data from the Exchange server.  Perhaps if you have a slow
connection it times out?  I  am working on a Cable modem with no
problems.
