The very reason SP2 provided a firewall was to provide host/application level security. I seriously think instead of disabling the Windows Firewall, the Domain Admin should configure exception list by using Group Policy. Please don't disable the firewall. You may have a perimeter firewall, but it does not provide Host and Application level security. If somebody brings in a infected laptop / pc, the perimeter firewall can do nothing.
