Outlook issue

When working on the issue from yesterday ... I came across an odd issue I
was unaware of. While in Outlook 2000, any user can open another users
inbox by simply going to File, Open, Other user. This is not good.
Not sure if this will have any impact on a solution, we are running Win
2000, Exchange 2000, and users are receiving all applications via Citrix.
