This is a known problem.  There are some registry setting on the client
that are not correct.  Search Technet for "Outlook prompts for
credentials" and you should find the KB article.

How do you get Outlook XP to stop asking for logon 
credentials every time it is opened when it is diectly 
connected to the subnet where the exchange server is.  
I'm able to login fine after I enter them except when on 
a differnet subnet using a VPN Outlook keeps trying to 
request data and never really opens.
