Outlook 2003 unable to connect to exchange server

Hi,
We are using Exchange 2003 and win server 2003 with outlook 2003
Some of the users cannot connect to the exchange get a message exchange
server unavailable they can access mails thru OWA, even if i create new users
on that same machine still get the same message.
does someone know what the problem is
