Old e-mails regurgitate

Hi,

Everytime I restart my IIS service (either by stopping it and re-starting
it for maintenance) or reboot my Exchange server I have a flood of old
e-mails regurgitate themselves.

These are e-mails which users sent to a ridiculous number of people (and
big e-mails too) so many of them fail for a variety of reasons (not
delivered in time, mailbox full etc). When I reboot it tries to re-send
them again and creates a whole new slew of NDRs. This includes e-mails
that were sent over 2 months ago!!! How can I delete these e-mails so it
doesn't try to send them again (it isn't anywhere in the vsi directory
that I can find), and prevent this from happening in the future?
