Old Messages Resent

I have seen this problem a couple of times now: after rebooting our Exchange
2000 Server (SP2), some old messages show up in mailboxes.  These are
usually old NDRs that have been delivered before, and now the same user gets
them back again.  Has anyone seen this and have a way to fix?
