[ExchangeList] OWA Login Problems (Exchange 2000)

-------------------------------------------------------All,
We are having users having to login twice through OWA.
We get the initial prompt and the user logs in and
then another prompt appears. In the background I
notice that the public folders don't show up. But
when you login a second time and succeeds the public
folders appear.
What could be causing this double login?
