Did you compare the version directories in between your OWA FE vs BE?
Are they the same?

Users receive a "Loading" message when they use OWA to access their
mailbox after you apply a hotfix or a service pack to Exchange Server
2003

1.

On the back-end server, start Microsoft Windows Explorer, and then
locate the following folder:

Drive_Letter:\Program Files\Exchsvr\exchweb

2.

To find the latest version of the update folder that has been created,
view the contents of the exchweb folder. For example, the exchweb folder
may contain the following folders:

6.5.6944.0
6.5.7226.0
bin
controls
help
img
themes
views

In this case, the latest update version folder on the back-end server is
the folder named 6.5.7226.0.

3.

On the front-end server, start Windows Explorer, and then locate the
following folder:

Drive_Letter:\Program Files\Exchsvr\exchweb

4.

View the contents of the exchweb folder. For example, this folder may
display the following folders:

6.5.6944.0
6.5.7623.0
bin
controls
help
img
themes
views

I have loaded the patch on all servers. FE and BE included...

What's even more perplexing is that the OWA site works internally on the
domain, but if you take the same laptop off of the domain (different
internet provider) you get the freaky screen below.

Makes absolutely no sense...

Hello,

This is normally due to not applying a patch to "all" of the Exchange
servers in the organization. I've seen it many times, I'd double check
to make sure that all servers have the same patches.

Hello all -

Your assistance is appreciated - This weekend I applied patch 911829 to
all Exchange servers. http://support.microsoft.com/kb/911829

This patch is supposed to resolve the Vista/ActiveX issues with OWA.
After applying this patch, OWA works on all PC's that are inside the
firewall (connected to the Corporate LAN), however if you are accessing
OWA from a remote location the site does not load correctly. The logon
screen works perfectly, but once you gain access, the screen is jumbled
and none of the links work correctly.

I have attached a print screen to show this issue. This happens on all
versions of IE regardless of OS (XP, Vista, 2000). ANY IDEAS?!?!?
