Jared - If the only people who are going to be using OWA are your clients, I would think you could edit the templates and remove the "send' / compose buttons. Do you want them to be able to reply to messages? If not, then I would think you could go into the templates for all messages, delete the "reply" fields and also delete the "compose" buttons.
