Hi Devon,
Its not the admin groups, but the Routing groups that decides where you
need the OAB replica. Every user needs a copy of the OAB in the nearest
Exchange server that can be accessed at LAN speeds. So, make sure you
have at least one replica of the OAB in each Routing Group.

Address Book (Version 2 & 3a) be replicated to all Exchange servers?
