New / Old Rules will not setup after Migration to new organization

Rules will not setup using Rules assistant sinec we migrated our site to a
new organization
The error that appears is
There is not enough space on teh Microsoft Exchange Server to store all
your rules. The Rules that failed to upload will be deactivated.
We are using Exchange 5.5 on Windows 2000
Any thoughts?
