Moving mailbox

I have setup up a completely different Exchange 2003 server and need to
transfer the mailboxes from an existing Exchange 2000 server. The new
server resides on a different domain with all 2003 servers in Native
mode as well as the Exchange 2003. What I planned to do is create
identical usernames and mailboxes on the new server. Any suggestions?
I tried using exmerge to bring over the mails but have not been able to
import them (even individual pst files) into the new server.
