Moving emails automatically go back to inbox

A user has reported that when he drags emails from his inbox to another
folder the message automatically goes back to his inbox after a short
period of time. This happens intermittently.
Using Outlook 2003 with Exchange 2003.
Has anybody experienced this? and of so, do you have a fix or reason for
it happening?
