I would suggest she contact her Exchange administrator and have them
take care of it, a regular user cannot create Public Folders in
Exchange.

Hi,
 
My user needs to move her PF from her existing Exchange 2003 server to a
new Exchange 2003 server.  She does not have access to either Exchange
server, except as an Exchange user.
 
So she connected to her old Exchange server and exported the PF as a PST
file.  Then she closed outlook and then opened Outlook again and
connected to the new server and tried to import the same PST file.  She
is getting the error message: 
 
"File access is denied.  You do not the have permission to acsess the
file D:\HER_FILE.PST"
 
Is there something that needs to be done with permissions when exporting
the PST in Outlook, or importing it in Outlook?
