Journaling would be the most complete way to do it, however this will capture 
ALL messages moving through the Exchange server into a single box.  

As far as the legal issues, I think the bottom line is that the email server 
and all traffic moving through it are company policy.  This fact, along with a 
statement relating to this and the possible monitoring of communications should 
be enough to allow this to happen.

You could also try Journaling. This will get you ALL of the email moving
through your server. You can then go into the journaling mailbox and pick
and choose which emails you would like to forward on to your boss.

Can anyone help?

I have Exchange 2000 on SBS2000.  All is working well apart from and
employee who seems to spend a lot of time emailing people applying for
jobs!

I know people are going to query the 'legality' of what my the boss wants
me
to do, but here goes.

He wants me to be able to forward to him and email sent between email
address's (one internal and one external) on a weekly basis.  While I have
enabled message tracking and can see when they have been sent, I cannot
view
the actual email.  Is there anyway of doing this?

Any help/pointers are welcome.
