Mailbox Properties Problem

Hi,
I had migrated the Exchange 5.5 Server to Exchange 2003. I had moved all
mailboxes to Exchange 2003.
But when double click on any mailbox in exchange 2003 server it says no
properties available for this mailbox.
Even When I am creating a new user in Active Directory, it does not ask me
to create mailbox in exchange 2003 either.
Can anyone guide me about this issue.
