Mailbox Locking

Hi all,
Is there a way for me to lock a mailbox so that if someone checks it via
POP3 and it is set to delete the mail from the server, they can't delete
it from the server?
I think I need to do this because for some reason one of my user's
e-mails has gone missing before a certain date and the e-mail is no
longer on the exchange server.
Any ideas?
