If you are connecting via VPN it's possible that something on the VPN is
not allowing RPC traffic.  Exchange 2000 requires quite a few ports that
need to be open in order for Outlook to work properly.  I would check
technet for an article about firewall and Exchange 2000.

Dear IT fellows,
My Exchange server 2k running Win2k has been relocated to another
office. The indicated office has a firewall configured to allow full
bown Outlook access via a VPN tunnel. My office is able to gain e-mail
access via OWA and POP3. However, when Outlook is configured for
"Corporate or Workgroup": 1) connection is made to the Exchange server.
2)username is checked, but when launching Outlook the error message pops
up: " Unable to open your e-mail folders. The information store could no
be opened."
I have done the following:
1. Delete and recreate the profile
2. Do a checkname to verify user authentication
 
Please your help is greatly appreciated..
