Mail Sweeper not fuctioning properly

we have a xchange 2000 setup with Mail Sweeper acting
as SMTP and vrus cleaner.We have primary and secondary
mail swepers configured.
Problem is sometimes our incoming mails get queed up
and we have to stop the receiver services on the
primary side.
can any one help me in this...why we need to stop it.
