Lotus to Exchange Migration

Hi All,
i am getting this error while doing migration from lotus to exchange
I selected "create windows user accounts" but it fails with the following
event ids....
Event id: 8307
Source: MSExchangeNOTES
Category: Notes Directory synchronization
Error: Problem occurred when importing entry <user name> to Exchange.
Event id: 8270
Source: MSExchangeADDXA
Category: LDAP Operations
Error:
LDAP returned the error [35] unwilling to perform when improting the
transaction :...............................
Please help!!
