First i thought as you but when i see that mails are coming to mailbox and
in 2-3 seconds they are disappearing,i understood this is a serious problem.

Problem is between the chair and the keyboard ;-)
It's a 'training' issue... I get these calls everyday
From Outlook, click on View, Current View, and make sure ONLY the TOP option is checked

there is no personal folder ,no rule, just mailbox of user and mails are disappeared...
