I checked client outlook express is not configured for any accounts.As i said i change the client password i.e some other person or process cant receive mail without supplying password and still mails are coming to mailbox and in 2-3 seconds they are disappearing...

This happened to me once ... turns out the user had accidently changed their
default mail handler to Outlook Express instead of Outlook. All of the
messages were going into OE and were being deleted from the Exchange mailbox
as soon as they arrived (I think OE, by default, removes downloaded messages
from the server). Might be worth checking into.

First i thought as you but when i see that mails are coming to mailbox and
in 2-3 seconds they are disappearing,i understood this is a serious problem.
