Limitations

To All,
I'm running exchange 2000 and have 1800+ users. I have been presented
with this problem:
Can I make it so 10 specified users, can only email within that
specified group of users? I can set it rather quickly so they can only
receive from those users, but they can still send to anyone. Does
anyone know of a quick solution to this?
