Limit the number of recipients for e-mails sent by one group of users

I have an Exchange server at school. There is a global limit on the
number of recipients for e-mails set to 500. This enables members of the
staff to send messages to all pupils.
I need to set the limit for pupils to a much lower level than 500 to
prevent them spamming hundreds of fellow pupils (yes - I've had complaints
from those on the recueiving end!). Is there a way to set the limit
without having to go through every one of them individually?
