Large Message Stalled Exchange Server

Late Friday afternoon, the same user sent a 66MB message w/attachment twice, to 
another user on the same server (different mailbox store).
The Exchange server was nearly frozen for 45 minutes!  (Exchange 2000 SP2)
It was taking 9 minutes for an internal message to get through the server and 
the support personnel on site could not find
a large message in any queue.  Today I found 2 rejected 66MB messages in the 
Administrator's mailbox, since they violated size limits.
1) Should they have been able to see the message in any queue, and which queue?
2) Is there a way to prevent a user from even getting this large a message sent 
so that the queues and the server would not be bogged down? 
We have limits set as follows: 11MB global setting; 15MB on the SMTP Virtual 
Server and no size limit set on the SMTP connector.
