Internal spam

Running Exchange 5.5 on a Win2K box. We're having a bit of trouble with an
email being passed on and on and on internally within the office. We have
things in place to prevent external spam from getting in here, but I'm at a
loss on how to block email generated within my domain based on subject line.
Can anyone provide a suggestion?
The early bird may get the worm, but the second mouse gets the cheese.
