[ExchangeList] Internal Attachment Stripped?

Have a user whos experiencing emails sent with attachments to both
internal and external users are not receiving attachments. Some will
receive them, others won't. This is inconsistent. Some internal users
will receive the attachment while others don't. The users that don't
receive them just don't get anything, none of that 50k type attachment
remant that others have experienced. Users are on diff servers but same
admin org and site, exch 2000. I've checked AV logs, don't see anything.
Anybody experience this before?
