You do it via the Connection Filtering tab, and anything listed as a

Subject: [exchangelist] IMF and White Listing

With Exchange 2003 SP2 IMF is there a way to white list a domain? I
would like to exclude all messages from from IMF processing.
It isn't obvious to me where this can be done. Any help appreciated.
