Couldn't you permission the box if NTFS?

Good morning everyone:  
case #1:
If users are creating .pst files or saving mail in .msg or .oft or .txt
formats onto their local "C" drives (not shared), then can Exchange
administrators who are also members of domain administrators and local
administrators can access their .pst files or saved mail.

Case#2:
Does Ms. Exchange 5.xx or Exchange 2000 give options to set rules so
that outlook users can neither save mail by using File >>Save As  or be
able create .pst files (personal folders). or Can we turn off "Save AS"
and "Personal folders" options under Outlook so that no exchange users
have these options available.

If above tasks can not be performed through off the shelf MS exchange
software, then is there any 3rd party software package that can address
above questions.

I appreciate your help.
