This would depend entirely on your ISP.  Ask them if they support doubling
your bandwidth with two modems.  If they support it, then they can tell you
what to do.   Windows has no issues running two modems at once, regardless
of the type of hardware connection.

I'd like to use one modem connected to a serial port and one on a USB port,
so that one modem is dedicated to sending and the other one to receiving.
 
Is this a viable solution?
 
I have SBS 2003.
