If your exchange server is connected and accessible from the Internet
(port 80 and 443 as well as 25 and 110) you should consider RPC-over-HTTP
and/or OWA (Outlook Web Access).

Otherwise, you can install his account on a Virtual Exchange hosting
provider and then he can use these features, it's quite simple and he will
be able to use his Outlook from his laptop the exact same way as he does
in his office. If you need to find a Virtual Exchange Hosting provider

If I have misunderstood your question, and you are looking for a pure POP3
solution (non-Exchange) I apologize!  Those are available everywhere,
