1,  In Exchange 5.5,  at Private Information Store -> General property page
I set deleted item retention period as 0 (zero) days.
 
   a.  A user deleted a message from inbox, when will this message be
deleted from "deleted Items folder" also.
When the user empties their deleted items. The retention period defined
above pertains to items that have already been removed by the user from
their deleted items folder. It's basically a "tombstone" for deleted
messages.
    b.  Which service is responsible for such cleanup tasks? When will this
service get activated? 
The IS maintenance process, which is a function of the information store
service (msexchangeis), removes deleted items based on the retention period
referred to above. But to reiterate, this only affects items the users have
removed from their deleted items folder. If you set the retention period to
0, then each night the maintenance process will remove any items that have
been deleted, which means the user will no longer be able to recover them
using the "recover deleted items" function in Outlook.
   c.  Give me answer in the context of 2000, 2003 Exchange servers also. 
I don't know the specifics of how this works in these versions, but my
understanding is that it is very similar to 5.5. 
 
2,  In Exchange 5.5,  at Private Information Store General property page I
set deleted item retention period as 10 days.
 
   a.  A user deleted a message from inbox, after 5 days he approaches me
for getting deleted message back.
       How can I help him for getting his deleted message back.
The user must be in their deleted items folder in Outlook. On the "tools"
menu, there will be an item called "recover deleted items." Selecting that
will bring up a window that shows what items can be recovered. 
 
Something to keep in mind. Since the deleted items are removed from the
store during the maintenance window, which typically runs late at night, the
users must be aware that they may not necessarily get the full 3, 5, 10
days, or whatever you set, to recover items.
