You could create the rule on a client machine, and then export the rule
to a file, then import the rule to clients where needed.

We want to set up rules that apply to all users, that move messages with
certain types of attachments to a folder in the users mailbox called
'High
Risk'. I know how to do this on a per users bases with the Outlook rules
wizard, is there anyway to make this rule active for every user?
